The Transportation Trust Fund-Still Broke With A New Proposal

Could Delaware ine one fell swoop revitalize the Transportation Trust Fund which is short almost $1 billion?

Previous Governors have used Trust Fund Dollars to pay operating expenses.

Take a look. We could “lease” Rt 1 and I 95 for about $1 billion dollars.

    Not much new here. The Civic League of NCC has for the past 3 -4 years been actively working to discourage such a move…at least without full public scrutiny.
    Delaware’s public-private partnership law
    (that would allow such a move) is severely lacking in oversight (thanks to its author, Roger Roy).
    When Minner and DeLuca and others went to Australia aways back, they were looking for a lease/purchase of one or another of Delaware’s limited access highways.
    The most likely project to lease would be yet to be built Route 301, Bayberry’s beltway. Bill Oberle pointed out that where federal dollars went to build, it is unlikely that the law would support leasing 1-95, for instance.
